Ever notice, only after a road is paved in Trinidad, WASA passes and digs a trench to put the pipelines, doing a terrible job of fixing back the trench? Why does this happen? It seems to me that the laws in Trinidad is selective. Some people seem to get away with anything. People driving on the shoulders every day with no tickets in sight. People throw paper out their window like outside of their car is a garbage bin. Laws are being broken all the time.
